This is what I wrote and the players more or less got word for word. They did not opt to ask many questions.
Once you are all present, you are escorted into a large, fairly ornate, chamber, the council chamber. Sitting at a long table in front of you are the council members.
Arjhan of the Dragonborn, Harbek of the dwarves, Sariel of the Eladrin, Perin of the Elves, Ulmo of the Halfings, and Thom of the humans.
As you walk in, Thom rises and begins speaking.
Welcome and thank you for coming on such short notice. I will cut right to it. 2 days ago, a kobold vessel crashed in a small inlet on the northwest corner of the island. This is an area that is not patrolled by any race. They must not be allowed to repair their boat and leave. Maintaining the secrecy of this island is of the utmost priority. However, there is something of even higher priority. There is a cave there they must not be allowed to enter.
If they have entered the cave, you must:
- Determine how far they have explored
- Capture one for us to interrogate
- Eliminate the rest
If you are forced to enter the cave, you will find challenges other than the kobolds.
There is one more thing. Damakos, please enter.
From a door off to the side of the council table, the largest being any of you have seen enters. He is easily a 7 foot tall hulk. And while none of you have ever seen one, the horns and demonic appearance obviously make him a Tiefling.
Hold! Before any of you overreact, there is another secret you should know. When the plan to settle this island was decided on, those in charge knew the Tieflings were getting blamed for the darkness that was flooding over the land. They also knew that the Tieflings were not entirely to blame and leaving them behind would be genocide. So a small, secret Tiefling community was setup. Only the council members, a few trusted advisors, and now you, know this. I trust this secret will not be shared.
Here is a map to the location of the shipwreck and the cave. Damakos has some knowledge of the area since the Tiefling settlement is relatively close by.
Now off with you, it is at least a days journey to the location. Please report back, with a prisoner, if possible, as soon as you can. We must know if the secret of this island has been compromised.
Horses and supplies are awaiting you outside. Do you have any questions?

We really didn't ask any questions at all during this piece. Maybe it was because we were all eager to get into a fight with something.
But if we keep up with the silence treatment on quests, we're definitely going to regret it later.
Also, I was thinking that maybe we should have done a round of introductions. Names and professions at minmum. Not sure how many times I said 'I'll attack the kobold near Joel' because I didn't know his cleric's name.
The fact that his cleric turned out to be a HER is another matter altogether.
